A WSMO-based Framework Enabling Semantic Interoperability in e-Government Solutions

چکیده
The paper presents a software framework that was designed and implemented within the FP6 IST EU project Access-eGov to integrate governmental services of various types, i.e. on-line (electronic and web services), as well as off-line (i.e. traditional, face-toface) services by means of enhancing the service description with semantic information. The user-centric approach of life events is employed for presenting complex workflow sequences to the end users. The system architecture, functionality, and structure of underlying ontologies is described together with a mechanism for the orchestration and choreography of semantic web services in WSMO. The framework includes tools for the maintenance of semantically enriched services and for presenting the services to the citizens via customisable web interfaces. The paper concludes with an outline of the results obtained from the testing and evaluation of the implemented Access-eGov platform in real settings within public administrations in Slovakia, Poland, and Germany.

Solving Semantic Interoperability Conflicts in Cross-Border E-Government Services
Interoperability is one of the most challenging problems in modern cross-organizational information systems, which rely on heterogeneous information and process models. Interoperability becomes very important for e-Government information systems that support cross-organizational communication especially in a cross-border setting. The main goal in this context is to seamlessly provide integrated...
متن کاملWSMO Deliverable D 4 . 1 v 0 . 1 A Conceptual Comparison between WSMO and OWL - S WSMO Final Draft
Web Services have added a new level of functionality on top of the current Web, enabling the use and combination of distributed functional components within and across company boundaries. The addition of semantic information to describe Web Services, in order to enable the automatic location, combination and use of distributed components, is nowadays one of the most relevant research topics due...
متن کاملTowards Building a Semantic Grid for E-Government Applications
Nowadays, there is a growing number of e-government portals and solutions that provide integrated governmental e-services to the customers (citizens, enterprises or other public sectors). However, the administration and interoperability of distributed e-government nodes are faced with increasing challenges caused by the service-oriented modeling difficulties and ontological issues in distribute...
متن کاملWeb Service Modeling Ontology
The potential to achieve dynamic, scalable and cost-effective marketplaces and eCommerce solutions has driven recent research efforts towards so-called Semantic Web Services, that are enriching Web services with machineprocessable semantics. To this end, the Web Service Modeling Ontology (WSMO) provides the conceptual underpinning and a formal language for semantically describing all relevant a...
متن کاملEnabling Semantic Interoperability in e-Government: A System-based Methodological Framework for XML Schema Management at National Level
Articulating semantic interoperability in e-Government remains in question as long as the international standardization efforts do not reach a consensus on how to semantically annotate and exchange data, but merely focus on the syntactic aspects by publishing sets of XML Schemas. As one-stop governmental services at national and cross-county level become an imperative, the need for standardized...
